Incumbent Olivia Clark has secured a seat on the Portland City Council for District 4. Preliminary results released Tuesday night show Clark received nearly 32% of the vote. This total exceeds the 25% plus one vote threshold required to win under the city's ranked-choice voting system.

The race for the remaining two seats is still tight. Incumbents Eric Zimmerman and Mitch Green currently hold second and third place in the early count. However, their positions are not final. Election officials will continue eliminating candidates with the fewest votes and redistributing those ballots to the next-ranked choices on the voter's list.

Twelve candidates competed for the three available seats in District 4. The district covers the west side of Portland and several neighborhoods in the southeast. Among those still in contention, Eli Arnold, Jeremy Beausoleil Smith, and Jamey Evenstar received the next-highest number of first-choice votes in the initial tabulation.

Election officials ran the first round of the tabulation at about 8 p.m. on Tuesday, Nov. 3. At that time, approximately 64% of the ballots cast in Multnomah County had not yet been counted. The counting process will continue until three candidates have met the winning threshold.

Updated results are expected to be available by Wednesday afternoon. Officials will process the remaining ballots and conduct new rounds of vote redistribution. The final standings for the second and third council seats will be determined as these additional rounds are completed.
