75 percent of Texans oppose data centers in their communities, according to CNN polling cited during a Thursday interview. This statistic framed the central conflict for Gina Hinojosa, the Democratic governor-elect of Texas, as she addressed the rapid expansion of tech infrastructure in the state.

Hinojosa told CNN’s Jake Tapper that the current lack of state regulations allows large technology companies to exploit local areas. She stated that while she supports business growth, the current dynamic has shifted toward big tech taking advantage of residents without adequate safeguards. Her administration aims to change this by implementing laws that protect Texans while maintaining a pro-business environment.

The incoming governor called for an immediate moratorium on new data center construction. She urged former Governor Greg Abbott to issue an executive order to halt projects until her team can establish proper regulations. Hinojosa argued that data centers have moved primarily into rural communities where existing rules fail to account for local impacts. She believes a pause is necessary to determine what protections are required before further development proceeds.

Elon Musk, who invested $446 million to support Republican candidates during the midterms, remains a central figure in these discussions. Hinojosa said she is willing to work with him but warned that his influence over state policy ends once she takes office. She specifically addressed the proposed sale of Boca Chica State Park land to SpaceX, describing the idea of selling the beach to Musk as almost unimaginable and unacceptable.

Hinojosa defeated Abbott in the midterm election, helping Democrats regain control of both the House and Senate. James Talarico also defeated Ken Paxton for the Senate seat. In the interview, Hinojosa emphasized that Texas communities are diverse and have different needs. She insisted that residents must have the power to negotiate terms that benefit their specific areas, ensuring that tech partners contribute to local well-being rather than just extracting resources.

Musk recently suggested that U.S. democracy would end if Republicans lost their congressional majorities. He also announced that production of the Cybertruck in Texas will wind down. Despite these moves, he remains heavily invested in artificial intelligence and the expansion of data centers. Hinojosa maintained that economic strength and resident protection are not mutually exclusive goals for the state.
